Palm Beach County Drainage Permits

Good News - We Can Help!

The following is helpful information so that you can be prepared for the process for drainage design, permitting and closeout.

1. PBC Residential Lot Drainage Design Requirements

Drainage Design Criteria for Palm Beach County - Residential Lot

Important: The information contained herein is for informational purposes only and can change without notice.  This is provided for convenience and is not considered engineering advice.


If you are building a new house or an addition to your house, you'll need a drainage plan.  Drainage Plans shall be professionally prepared and completed by a professional in compliance with Articles 11.E.4.E.1 and 18.D.5.A.1 of the ULDC and Section 110.9 of the Palm Beach County Amendments to the 2017 FBC, Impact of Construction.  Include cross sections of any swales or berms required for compliance.  The PPM Review manual shall be followed.


Summary of what this means and what needs to be on a drainage plan:

  • Site Grading requirements around each building
  • Direction of flow
  • All or portion of lot above 3-year, 24-hour event
  • Limitations on placement of fill
  • Consider impact to adjacent properties
  • The PPM Review Manual requires the onsite detention of the runoff from the 3year-1day event (about 7 inches of rain), minus allowed credits.
  • This means a portion of the site will be depressed to temporarily store this runoff before discharge to the roadway.


2. Documents You Will Need

Survey

Boundary and topographic survey in PDF (digitally signed) and AutoCAD (you or Jupiter Civil can request this form your surveyor)

The architectural footprints in PDF format and AutoCAD (if available)

3. Closing Out a PBC Drainage Permit

PBC Requirements

Although we have seen cases where PBC has not required the following, and also instances where additional and/or different information was required, the following serves as general guidance for closing out your permit.  Please confirm with your PBC inspector if any of the following is not required or if additional information is necessary:

1. Final Survey As-built

You will be required to have your surveyor prepare a final survey "as-built".  This type of survey is a topographic survey of the "as-built" or as-constructed condition.  If an item was shown on the design plans, then it will need to be "as-built" as to its final location and elevation.  The surveyor shall pick up all elevations and location where shown on the design plans.  If a grade elevation of 14.3 for example was shown on the engineering design plan at a location 15 feet northwest of the property corner, then the surveyor shall survey that same location and report the as-built location.  If the reference was to a specific item which has been moved slightly, then the new location shall be shown.  Also, they surveyor shall pick up the centerline location and elevation of any proposed berms and swales and also pick up the top of bank and edge of water of any constructed water bodies and top of bank and toe of slope of any proposed retention areas.  Surveyor shall pick up any finished floor elevations, pipe and culvert locations and elevations, etc.  Surveyor shall place a label or note on the survey drawing indicating that is is an "as-built".

2. Final Site Visit

In order to provide an engineering certification for the project we will need to perform a final site visit, where we will observe the following items on the site: swales, berms, side slopes, retention areas, ponds, final site stabilization, etc.

3. Final Inspection by County Inspector

Schedule a final inspection with your County Inspector.

4. Engineering Certification Form

PBC Usually requires the Certifying Engineer (usually the design engineer of record) to fill out and sign and seal a specific form prepared by the County.  Below is a link to the form usually required.
